No corrections were made.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dear Editor:&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Did anyone fact-check Dave Philipps\u2019 3\/22\/20&nbsp;<em>New York Times<\/em>&nbsp;article,&nbsp;<a href=\"https:\/\/www.nytimes.com\/2020\/03\/22\/us\/mustang-crisis-west.html#after-story-ad-3\">\u201cA Wild Horse Crisis Looms in the West\u201d<\/a>? There are a quite a few factually incorrect statements in it according to data from the Government Accountability Office (GAO), the Bureau of Land Management (BLM), and Mr. Philipps\u2019 own book, \u201cWild Horse Country.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Had Philipps included this data, his article would have taken a very different direction, beginning with the headline. This must be fixed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For starters, only 31.6 million acres out of the roughly 760 million acres of western state land in the lower 48 have any wild horses on them at all (and at least ten times as many cattle, according to the BLM\u2019s rangeland database).&nbsp; [Update: US Department of Agriculture figures show 25 times more beef cattle on public lands than wild horses in 2020 ).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>31.6 million acres is only&nbsp;4% of \u201cthe West\u201d<\/strong>&nbsp;\u2014&nbsp;not the entire \u201cfrom the mountains to the valleys\u201d sweeping expanse that Philipps conjures up for&nbsp;<em>Times<\/em>&nbsp;readers from beginning to end.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That small but significant statistic appears in the introduction to \u201cWild Horse Country\u201d but is left out of Phillips\u2019 article. It\u2019s a serious omission.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The&nbsp;<em>Times<\/em>&nbsp;article omits a second critical piece of data: 250+ million acres of western public lands are grazed by cattle and sheep,&nbsp;<strong>87% of which has ZERO wild horses<\/strong>&nbsp;on it. Again, this is not \u201cthe West\u201d but it is more of \u201cthe West\u201d than that 4% of public lands with mustangs and cows on it in Phillips\u2019 reporting for the&nbsp;<em>New York Times<\/em>.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Western academics and environmental groups (Western Watersheds Project, Public Employees for Environmental Responsibility, the Center for Biological Diversity, among others) have all exposed cattle and sheep ranching as the primary source of watershed damage, noxious weeds, desertification, wildfires, and wildlife habitat destruction and endangerment on U.S. public lands. So have&nbsp;<em>New York Times<\/em>&nbsp;writers Timothy Egan, Christopher Ketcham, Stephen Nash and Philipps in \u201cWild Horse Country.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the actual truth \u2014 the small footprint of wild horses; the large footprint of livestock \u2014 is completely flipped by Philipps and his mostly unnamed sources in the&nbsp;<em>Times<\/em>&nbsp;article. In paragraph after paragraph, they set up wild horses as cutting a wide swath of environmental destruction:&nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p><em>All over the West, similar scenes have played out as the federal government fights to control the number of&nbsp;<strong>wild horses roaming public lands<\/strong>. Managers say they need to keep the herds down so they don\u2019t&nbsp;<strong>destroy delicate native species habitat&nbsp;<\/strong>and threaten the livelihoods of ranchers.<\/em><\/p><p><strong><em>Mustangs have already destroyed fragile desert springs in some places, and the birds, snakes and butterflies that depend on them<\/em><\/strong><em>\u2026 \u201cWe are going to get to the point where the&nbsp;<strong>public lands are going to be almost unusable&nbsp;by anything.<\/strong><\/em><\/p><p><em>Bureau officials warn<\/em>&nbsp;<em>that the mustang herds are&nbsp;<strong>a looming catastrophe for the land<\/strong>, and there is no cheap or obvious solution.<\/em><\/p><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Back in \u201cWild Horse Country\u201d (pp. 218-220), Philipps vindicates mustangs of these charges \u2014<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p><em>In 2016, \u2026 the West held about seventy-seven thousand wild horses. At the same time, there were about seven hundred thousand&nbsp;cattle on BLM land.&nbsp;<strong>If there is a shortage of grass, muddy springs, invasive weeds, and deteriorating range in the West, horses can hardly take the blame, or even most of it.<\/strong><\/em><\/p><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 and blowing up yearly budget appropriations:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p><em>Ranchers chafe against money misspent on wild horses\u2026 But&nbsp;<strong>the wild horse budget pales in comparison to federal subsidies spent on public lands ranchers. Almost any way you look at it, [the livestock program]&nbsp;is a losing proposition for the American Public.&nbsp;<\/strong><\/em><\/p><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">According to the most recent GAO report (2005) on livestock grazing:&nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p><em>The 10 federal agencies\u2019&nbsp;<strong>grazing fees generated about $21 million in fiscal year 2004<\/strong>&nbsp;\u2014 less than one-sixth of the expenditures to manage grazing&#8230;&nbsp;The formula used to calculate the BLM and Forest Service grazing fee incorporates ranchers\u2019 ability to pay; therefore&nbsp;<strong>the current purpose of the fee is not primarily to recover the agencies\u2019 expenditures or to capture the fair market value of forage<\/strong>. As a result, BLM\u2019s and the Forest Service\u2019s&nbsp;<strong>grazing receipts fell short of their expenditures on grazing in fiscal year 2004 by almost $115 million.<\/strong><\/em><\/p><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Twelve years of BLM and US Forest Service (USFS) data compiled by a Center for Biological Diversity (CBD)&nbsp;<a href=\"https:\/\/www.biologicaldiversity.org\/programs\/public_lands\/grazing\/pdfs\/CostsAndConsequences_01-2015.pdf\">report<\/a>&nbsp;shows even bigger losses to taxpayers \u2014<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"519\" height=\"352\" src=\"https:\/\/www.dailypitchfork.org\/wp-content\/uploads\/2020\/12\/Screen-Shot-2020-12-12-at-7.41.14-AM.png\" alt=\"\" class=\"wp-image-1471\" srcset=\"https:\/\/www.dailypitchfork.org\/wp-content\/uploads\/2020\/12\/Screen-Shot-2020-12-12-at-7.41.14-AM.png 519w, https:\/\/www.dailypitchfork.org\/wp-content\/uploads\/2020\/12\/Screen-Shot-2020-12-12-at-7.41.14-AM-300x203.png 300w\" sizes=\"auto, (max-width: 519px) 100vw, 519px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 and the above reflects only&nbsp;<em>direct<\/em>&nbsp;program expenditures and losses for the federal grazing lease program according to the CBD report:&nbsp;&nbsp;<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p><strong><em>The federal grazing subsidy is even larger when all costs to the taxpayer are accounted for<\/em><\/strong><em>.&nbsp;Indirect costs for livestock grazing include portions of different federal agencies budgets, such as the USDA Wildlife Services, which expends money to kill thousands of native carnivores each year that may threaten livestock; U.S. Fish and Wildlife Service, which expends part of its budget for listing species as threatened or endangered resulting from harm by livestock grazing; and other federal land management agencies that expend money on wildfire suppression caused by invasive cheat grass that is facilitated by livestock grazing.&nbsp;<strong>The full cost of the federal grazing program is long overdue for a complete analysis.<\/strong><\/em>&#8220;<\/p><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Indirect costs push total grazing subsidies to between $500 million and $1 billion a year, according to the CBD and environmental group WildEarth Guardians. That\u2019s five to ten times higher than what mustangs are projected to cost over their lifetimes in Philipps\u2019&nbsp;<em>Times<\/em>&nbsp;article:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>&#8220;<em>Capturing all the excess horses and caring for them in storage for the rest of their lives could cost up to $3 billion. Doing nothing may prove costly, too.<\/em>&#8220;<\/p><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Philipps doesn\u2019t provide a source for that $3 billion figure. It isn\u2019t on the BLM\u2019s website or in any of its press releases, and the BLM hasn\u2019t accounted for it (I inquired), so there\u2019s no fact-checking the math. Does a guestimate belong in the&nbsp;<em>Times<\/em>?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Let\u2019s say that that it does. That projected $3 billion translates to $1 billion over a decade, given horses\u2019 average 30-year lifespan in captivity. That\u2019s way cheaper than the livestock grazing subsidy program, which affects twelve times more public land.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Public lands ranching isn\u2019t even an economic engine in the western U.S. as Philipps points out in \u201cWild Horse Country\u201d:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p><em>Though cattle cover much of Nevada, the whole industry employs fewer people than a single large casino in Las Vegas. \u2026 the federal lands in the West where cattle are run cover the same number of square miles as all the states along the East Coast,&nbsp;<strong>those ranchers only make up three percent of all cattle growers\u2026they produce less than one percent of all beef.&nbsp;<\/strong>If all public-land ranching west of the Rockies were ended, many studies have suggested, the industry would hardly notice.<\/em><\/p><\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">The&nbsp;<em>Times<\/em>&nbsp;has done excellent reporting on mining and energy development on public lands. Cattle ranching impacts way more of the people\u2019s land, affecting the shrinking of national monuments and endangered species protections to the killing of predators (wolves, cougars, grizzlies) as well as other ruminants (bison in Yellowstone; mountain goats and bighorn sheep); the loosening of NEPA requirements; armed rebellions (the Bundy clan), etc.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I get that \u201cA Wild Horse Crisis Looms on 4% of the West\u201d doesn\u2019t quite pack the punch that Philipps\u2019 original headline does, along with the rest of his article. But 4% of \u201cthe West\u201d is not, can never be considered \u201cthe West.\u201d You can\u2019t let that stand.&nbsp;<em>New York Times<\/em>&nbsp;readers deserve better.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I\u2019m a journalist (see bio below),&nbsp;<em>New York Times<\/em>&nbsp;subscriber and former employee.
